“Officer Justin Billa lost his life while protecting and serving our citizens. Even in the short time he served on the force, he made an enduring difference in our great city and a distinct impression on those he touched. Our citizens are united in grieving for his sacrifice, family and colleagues. Our thoughts are with all our first responders who leave their homes and families every day answering the call to protect and serve.”
