Mobile, Ala - The City of Mobile is seeking to hire a Director of Finance to oversee the City’s financial affairs and work directly with Mayor Sandy Stimpson’s administration. This is full-time, benefited position that would be filled via an appointment of the mayor. More information about requirements and descriptions of the position and duties are available below.

 

Director of Finance 

City of Mobile, Alabama 

 

Nature of Work: 

  • This is administrative and professional work in policy formulation and management of the financial affairs of the City of Mobile 
  • This would also include a variety of administrative, technical, and professional work in preparation and implementation of economic and community development plans, programs, and services 
  • This would also include interacting with local, state, and federal legislative bodies and government agencies to represent and protect the City’s plans and interests 
  • This may include participating in the feasibility analysis and negotiation of real estate transactions. 

 

Key Duties and Responsibilities: (Position may not include all duties listed nor do the listed examples include all tasks which may be required of the position.) 

  • Reports to Mayor 
  • Oversees all financial operations and directs municipal financial planning and structure 
  • Coordinates, analyzes, and reports the financial performance for use with internal management and external parties 
  • Prepares short and long-term financial forecasts  
  • Compiles data for bond sale prospectus and information for bondholders 
  • Analyzes current financial condition and recommends fiscal actions 
  • Oversees audit and tax functions, coordinates activities with outside audit firms and reviews performance 
  • Researches and monitors government activity that could affect the City 
  • Assists senior management with strategic planning for known and potential regulatory activities related to the City 
  • Works to ensure the Strategic Plan of the City is accomplished 
  • Performs other duties as required

  • Excellent verbal and written communication skills 
  • Excellent interpersonal and negotiation skills 
  • Strong analytical and problem-solving skills 
  • Proficient IT skills 
  • Comprehensive knowledge of principles and practices of governmental finance 

 

Minimum Qualification Requirements 

  • An MBA, CPA, JD, or LLM is preferred but not required 
  • Or a combination of education and experience equivalent to these requirements 

 

Distinguishing Features of Work 

He or she shall have charge, subject to the direction and control of the Mayor, of the administration of the financial affairs of the City and to that end shall have authority as us outlined in Alabama Code section 11-44C-66.
