Beginning Friday, October 9, 2020 our lobby at 1809 Government Street will be open on a limited basis to allow public access to computers and scanners if needed for completing applications.
Lobby doors will be open as follows:
Monday 8:00 a.m. – 12:00 p.m.
Thursday 12:00 p.m. – 5:00 p.m.
Friday 8:00 a.m. – 12:00 p.m.
Computers may be reserved in 30 minute intervals. Please call (251) 470-7727, extension “0” to make a reservation.
Walk-ins are welcome. However, priority use of the equipment will be given to those with reservations. Computer stations will be cleaned at the end of each timed reservation.
While on site, please take precautions to protect yourself and others from Covid-19 by wearing a mask and maintaining social distance as outlined in the Center for Disease Control (CDC) Guidelines. Please also note that our lobby has limited capacity in order to maintain social distancing. No more than one person may accompany those using the computers and both parties must remain in the individual kiosk area that was reserved.

MINIMUM QUALIFICATION REQUIREMENTS: Attainment of a minimum of a bachelor's degree from a recognized college or university in business administration, architecture, mechanical engineering or closely related field, and a minimum of five years responsible professional experience in real property sales and acquisitions, building construction or architecture and mechanical engineering; or a combination of education and experience equivalent to these requirements.
ESSENTIAL REQUIREMENTS OF THE WORK: Thorough knowledge of the field of real estate sales and acquisitions; thorough knowledge of the laws and procedures involved in the sale or acquisition of real property; thorough knowledge of the principles of property management and maintenance functions; ability to conduct and direct negotiations and land purchases and sales; ability to supervise the work of others; ability to express ideas clearly and concisely, both orally and in writing; ability to establish and maintain effective working relationships with contractors, government officials, other employees and the general public.

EXAMPLES OF WORK: (Any one position may not include all of the duties listed nor do the listed examples include all tasks which may be found in positions of this class.) Manages and supervises Real Estate, Public Buildings, Mechanical Systems, and Architectural Engineering departmental activities; advises department heads regarding job assignments; attends meetings, including Pre-Council, City Council, Supervisors, Mayoral Staff, Public Service Staff, and CitiSmart; manages major construction projects as assigned; coordinates activities with users, consultants, contractors, and construction managers; makes site visits; manages real estate and other special projects as assigned; provides information and assistance to the general public and other city departments; administers insurance coverage; coordinates with FEMA and local insurance carriers following natural disasters; chairs the Interim Right-of-Way Use Committee; advises applicants and processes applications; attends training sessions, conferences, and educational courses; manages annual budgets; serves as a member of the City Planning Commission; performs related work as required.

DISTINGUISHING FEATURES OF THE WORK: An employee in this class is responsible for the leadership and management of numerous municipal projects pertaining to issues of real estate and public buildings to include overseeing the management and disposal of real property and improvements owned by the employing jurisdiction. The incumbent is also responsible for the administration of all public buildings and mechanical maintenance activities including the design, estimates, plans, specifications, construction and maintenance. Considerable latitude is allowed for independent judgment in carrying out the policies and objectives as established by the City Council. Supervision is exercised over a large staff of professional, sub-professional, clerical and trades personnel.

MEDICAL EXAMINATION: Eligibles selected for appointment must meet the established medical and physical standards for the class of work. The medical examination must be by one of the physicians designated by the Personnel Board. Appointees must bear the cost of the examination.
The Mobile County Personnel Department reserves the right to limit the number of applicants summoned for interview. In such instances, a preliminary appraisal of qualifications, as indicated by the completed application, will be utilized as a guide in the selection of candidates to be summoned.

A “Practice Test Seminar” is held in the Personnel Department Office, 1809 Government Street, Mobile, Alabama, at 9:00 a.m. on the third Wednesday of every month. The purpose of these seminars is to acquaint applicants or interested citizens with design format and procedures utilized by the department in its administration of written test selection devices. Inasmuch as testing facilities are limited, the seminars will be on a first come, first served basis, as long as space remains available.
