Mayor Stimpson Appoints Jim DeLapp as Executive Director for Public Works

MOBILE, Ala. - Mobile Mayor Sandy Stimpson announced the appointment of James DeLapp as Executive Director of Public Works for the City of Mobile.

“Jim DeLapp brings outstanding experience and qualifications to the City of Mobile and we are excited to add him to our leadership team,” said Mayor Stimpson. “Jim’s charge is to improve the delivery of services to our citizens and to help us complete major infrastructure projects in a more timely fashion. I am confident he will help us in our mission to become the safest, most business and family friendly city in America.”

Stimpson said DeLapp was selected after an extensive, nationwide search that included input from Public Works professionals from the City of Montgomery.

DeLapp served nearly 25 years as an Engineer Officer in the United States Army, with his final duty assignment as the 52nd Commander of the U.S. Army Corps of Engineers (USACE) Mobile District. In that position, DeLapp oversaw a workforce of 1,100 personnel and managed a $1.4 billion Military, Civil Works, and International/Interagency Support program throughout the Southeastern United States as well as Central and South America.

During his time in Mobile, DeLapp led USACE initiatives including the study to widen and deepen the entrance channel to the Port of Mobile and the $3 billion recovery mission in Puerto Rico following the devastating Hurricane Maria. 

DeLapp returns to Mobile from Birmingham-based B.L. Harbert, International, where he served as a Project Executive in the Federal Division managing projects throughout the United States.

DeLapp’s appointment was approved by the Mobile City Council at Tuesday’s meeting.
