Capital Engineering FAQs

It depends. The City, through contracts, performs most of the resurfacing in the City. The Engineering Department uses street assessments, 311 calls and coordination with elected officials to make final decisions about which streets will be included in a particular project. Resurfacing efforts are always intended to complete entire neighborhoods or geographic areas; however, sometimes, due to the availability of funding, large areas must be completed in multiple efforts.

Another way streets get resurfaced is via utility companies. Utility owners often are required to resurface streets as part of their underground utility work. These efforts are coordinated with the City and are generally limited to the immediate area their work disrupts.

A third way streets get resurfaced is through private developments. These efforts are normally small in scope and limited to the specific impacts of their development. 

It depends. The City's Code of Ordinances Article III states that the abutting property owner is responsible for the repair/maintenance. If a utility line falls beneath the sidewalk and causes damage, then that utility owner is responsible for making the repair.

If a tree on the right-of-way damages the sidewalk, then the City is responsible for the repair.

If a tree on private property damages the sidewalk, then the private property owner is responsible for repair.

The City, through its ADA transition plan, makes ADA modifications to curb ramps via standalone projects and resurfacing projects.

The City does not provide survey services for the public.
