The function of the Neighborhood and Community Services Division is to increase the quality of life for the citizens of Mobile by offering quality special activities and community events. Office activities are aimed at improving the quality of existing special events in Mobile by working with presenting organizations. The office also responds to community needs by producing new public events and works to bring greater awareness of these events and to standardize service request decisions and procedures. A comprehensive Calendar of Events is produced by OSE five (5) times yearly.
The Neighborhood and Community Services Division also works to create within the downtown area an appealing and lovely physical environment. It also actively assists businesses, encourages residential development and promotes cultural activities throughout the Lower Dauphin Street Historic District. The current focus is to promote development in the area bounded by Water, Broad, St. Francis and Government Streets.

BayFest is the first full weekend in October of each year.
- How can I be a vendor for an event?
The City of Mobile does not normally contract with vendors. To be a vendor, you must contact the event producing organization, have a city business license and the proper health certificates for food and drink vendors.
