Mission Statement

The Office of Professional Responsibility will serve to maintain the credibility, integrity,  and reputation of the Mobile City, its agencies, departments and employees. OPR’s primary mission is to ensure that City’s employees perform their duties in accordance with the high professional standards and to provide an effective means of redress for the citizens’ concerns and complaints with respect to the city’s operation.

OPR is a separate and distinct entity within the City of Mobile. OPR is led by a nonpartisan career official and staffed with experienced, career investigators from the police department and other city professionals dedicated to maintaining the highest standards of honesty and integrity.

OPR manages the city's risk management program and claims process. OPR is responsible for administering all the city's insurance coverage, both purchased and self-insured, for workers' compensation, property, casualty, and cyber exposures. With respect to the claims process, OPR oversees the handling of all tort claims made against the city, its agencies, and employees.

OPR is tasked with investigating a broad range of issues related to misconduct or wrongdoing by City employees. These include, but are not limited to; violations of rules and regulations, allegations of harassment in any form, fraud, waste and abuse of City resources, abuse of authority, ethnic slurs, Civil rights violations, supervisor retaliation (reprisal), misuse of City resources, discharge of weapons, death while in protective custody, complaints made by the public or department member against the City or any City employee. 

How to File a Complaint

To file a complaint or allegation of misconduct in the City of Mobile, you will be required to report the incident by completing the complaint form below. You may also complete a complaint form by mail or in person at:
