Dr. Samantha Jones Ingram is a distinguished educator, executive leader, and lifelong public servant with more than thirty years of experience in organizational leadership, strategic planning, and multi-million-dollar budget management. A proud Mobile native, she now serves as the City Councilwoman for District 2, bringing a strong record of fiscal accountability, collaborative leadership, and community-centered service to the City of Mobile.

Dr. Ingram is a graduate of Ben C. Rain High School and Auburn University. She began her career as a science teacher at Blount High School before advancing to Deputy Superintendent of the Mobile County Public School System. In this role, she oversaw academic programming, district operations, and significant budget portfolios supporting one of Alabama’s largest school districts.

Her professional leadership expanded to the national level when she was appointed Chief for the United States Department of Defense Education Activity. There, she managed multi-million-dollar budgets, directed the development of new school initiatives, and led leadership development programs serving more than 200 school administrators and approximately 20,000 military-connected students worldwide.

As City Councilwoman, Dr. Ingram applies her extensive experience in budgeting, resource allocation, and organizational oversight to support responsible financial stewardship and strategic investment across District 2. Her priorities include neighborhood revitalization, public safety, economic development, youth opportunity, and ensuring transparent and effective use of taxpayer resources.

Dr. Ingram remains deeply committed to community engagement. She honors her late mother’s legacy through the annual Clara Lee Bodie Community Extravaganza, a service event that provides families with educational support, health resources, and community enrichment.

She is the mother of two daughters, Kyra and Charlotte, and maintains strong ties throughout District 2—regularly engaging residents, attending community events, and working to ensure that every neighborhood is safe, supported, and heard.
