Office of Professional Responsibility (OPR)
Mission Statement
The Office of Professional Responsibility’s (OPR) primary mission is to investigate allegations of misconduct by City of Mobile (COM) employees. OPR is comprised of Mobile Police Department (MPD) Internal Affairs and OPR investigators who respond to non-MPD matters. OPR offers an online email portal for employees and citizens to submit concerns at opr@cityofmobile.org.
OPR operates independently and reports to the Mayor’s Office. OPR’s goal is to maintain the credibility, integrity, and reputation of COM, its agencies, departments, and employees.
OPR investigates violations of rules and regulations; allegations of harassment in any form; discrimination; fraud, waste, and abuse of COM resources; abuse of authority; ethnic slurs; retaliation; discharge of weapons; and death while in protective custody. OPR also conducts departmental reviews to improve efficiency, effectiveness and identify policy gaps.
How to File a Complaint
To file a complaint or allegation of misconduct in the City of Mobile, you will be required to report the incident by completing the complaint form below. You may also complete a complaint form by mail or in person at:
